Loom helps education leaders ground strategy in their beliefs and aspirations, and then make it real with their teams, stakeholders, and the people they serve. We are former teachers and education system leaders with decades of experience in PK-12 education. We have led districtwide strategic planning and performance management across Texas, among other states, for school systems ranging from small rural districts to a charter network serving 87,000 students. In our former roles at TEA we helped lead the agency's own strategic planning and supported the early development of the Effective District Framework. We have since built the TSL-aligned planning and performance management approach now used by 14 of the state's 20 ESCs. For TSL we deliver with Bridgepoint Partners, our subcontracting partner, whose data lead trained and coached the first cohort of ESC TSL Performance Management Data Specialists.

A plan only matters if the people responsible for students use it. We design every phase with implementation in mind, starting from the first session, so your cabinet finishes with priorities they can act on and routines that keep the work visible.

Current State Assessment

Stakeholder engagement, data analysis, site visits, and artifact review to surface strengths, core challenges, and root causes. Our most recent process included 24 focus groups, 20 senior leader interviews, and 8 site visits.

Vision & Student Outcome Goals

We facilitate the hard questions about identity and direction, then set a North Star and student outcome goals grounded in EDF and QSA findings, with a portrait of success at district and campus levels.

Strategy & Implementation Roadmap

Cross-functional working groups define strategies and build roadmaps with owners, action steps, capacity estimates, dependencies, and year-by-year milestones. We surface trade-offs so the plan is executable.

Performance Management Routines

Measures, data collection plans, dashboards, progress monitoring cadences, and board reporting calendars, so leaders can see what is working and adjust before the year gets away from them.

We treat planning and performance management as one system, not two contracts.

Districts lose momentum when the plan is written by one group and monitored by another. We staff both halves of TSL with the same team, so the measures you set in planning are the measures your cabinet reviews in year two. That continuity is why we brought in Bridgepoint Partners as our subcontracting partner. Their data lead built the dashboards and trained the ESC Data Specialists who certify districts in TSL performance management. Their district coaches have served as System of Great Schools Executive Advisors across five Texas districts.

We have led planning for districts, charter networks, state agencies, and nonprofits, including TEA's own strategic planning in our former roles inside the agency.

PMOC structures, measurement plans, progress monitoring cadences, and board reporting calendars that turn a plan into a regular rhythm of accountability. We built the TSL-aligned approach now used by 14 of Texas's 20 ESCs and bring the same discipline to district cabinets.

03 Data Analysis & Visualization

Dashboards in Looker, Power BI, Tableau, and Smartsheet; KPI and metric frameworks; board scorecards; and training that builds district staff capacity to read and act on their own data. Our data lead trained ESC staff on data quality, security, visualization, and FERPA-aligned governance.

Executive coaching for superintendents and cabinet members, board goal and vision development aligned to the Framework for School Board Development, and stakeholder engagement that helps families understand the reasoning behind district decisions.
